Residents parking permit zone B
Do you live in an area with paid parking? Then you can apply for a residents parking permit. This resident’s parking permit is linked to the vehicle registration number of your car, motorcycle or motorised quadricycle.
Zone B
The area with paid parking around the centre of Leiden (zone A) consists of zone B1 and zone B2.
- Zone B1: paid parking on Monday to Saturday, from 9 a.m. to 7.30 p.m.
- Zone B2: paid parking Monday to Friday, from 9 a.m. to 7:30 p.m.
Check the map to find out in which zone you live, or look for your street in the list of streets.
General conditions
- You are registered in the Personal Records Database in zone B for which you are applying for the permit.
Important: in case you moved to a new address lately, it is possible that you cannot apply for a permit right away. - At the address you are registered, a maximum amount of parking permits has not been issued yet. In zone B a maximum of 2 permit applies.
Important: the current residents keep the right to apply for a 3rd residents’ parking permit as long as they do not move and extend their parking permit in time. - You live in an independent residence (you do not share the kitchen or bathroom).
- The registration number of your car, motorcycle or motorised quadricycle is registered in your name, or you make use of a lease car.
- Your vehicle is not longer than 6 meters and not higher than 2.4 meters.
- Your vehicle is not registered with the RDW as a camper.
- You are not registered in the Personal Records Database (BRP), but you can prove that you work (= connected economically) and live in Leiden. In that case you can apply for maximal one residents’ parking permit per address.
On what basis can’t you get a residents’ parking permit
- In case of new-build or functional change of the building, residents have to park on their own ground. To avoid extra parking pressure in the area, (new) residents of new build, functionally changed, converted houses for multiple occupation and split housing units are not entitled to a residents’- visitors’- and car sharing parking permit. This applies to houses which are built or will be built after the 2nd October 2019.
- In certain areas, residents cannot get a residents- and visitors parking permit. This is the case at
- Lammenschansdriehoek – the area that is bounded by the Lammenschansweg, the railway, the Kanaalweg and Plantijnstraat
- The area of De Raad Vastgoed (Auction site) – the area that is bounded by the Lammenschansweg, Abrikozenweg, Ananasweg and Perzikweg.

Application
Please apply for a residents’ parking permit online. You need your DigiD for this.
The application for a residents’ parking permit is the same for the 1st and 2nd permit.
Add the following documents if this is relevant:
- Lease contract
- Drivers’ declaration
A Drivers’ declaration (pdf, 46 kb) is a declaration from your employer stating that you are the only driver.
The permit will go into effect right after your application. You will receive a confirmation via email. You will not get a hard copy. The traffic warden scans your licence plate and in that way will know that you have paid.

Please bring the following documents with you to the appointment:
- Identity card
- Lease contract (when relevant)
- Drivers’ declaration (when relevant)

Costs
Zone B:
- 1st residents’ parking permit: € 61 per calendar year
- 2nd residents’ parking permit: € 215 per calendar year
You will pay as of the 1st day of the month in which you receive the permit. This is also the case when you apply for the permit after the 1st day of the month. If you want to cancel the parking permit, then you will receive the amount of money for every complete month of the remaining part of the current permit period.
Your parking permit does not move with you. You have to arrange the following:
- Cancel the parking permit for the old address, with effect from the day of the move.
- Apply for a new resident parking permit as soon as you are registered at your new address.
Are you moving to an address that falls under (new) residents of new build, functionally changed, converted houses for multiple occupation and split housing units are not entitled to a residents-, visitors- and car sharing parking permit. This applies to houses which are built or will be built after the 2nd October 2019. Do you have a second residents’ parking permit in zone A? This parking permit expires and you cannot apply for one any longer. Note! You cannot apply for a parking permit at every address in Leiden. Please read the general grounds above. You will receive a letter when your residents’ parking permit expires. Renew the residents’ parking permit online. You need your DigiD for this.
Costs
Zone B:
- 1st residents’ parking permit: € 61 per calendar year
- 2nd residents’ parking permit: € 215 per calendar year
- 3td residents’ parking permit: € 430 per calendar year
Do you want to cancel your resident’s parking permit? Then your money will be refunded for every remaining whole month of the current permit period.
You can adjust your data and that of your car. You need your DigiD for this. Add the new documents which are relevant for your adjustment. For example your new lease contract. Do you temporarily drive another car, motor or motorised quadricycle? Four times a year you can pass on a replacement license plate number, each time for a maximum of four weeks.

- Identity card
- Documents relevant for your adjustment. For example the new lease contract.
Costs
Adjustments at the counter will cost € 7,84. Adjustments online are for free.
You can always cancel your permit online. You need your DigiD to do this. Do you want to cancel the parking permit before the end of the permit period? You will receive the amount of money for every complete month of the remaining part of the permit period.

A residents’ parking permit for zone B is valid in zone B1 en B2 for:
- At all parking machines.
The residents’ parking permit for zone B is not valid:
- in the centre and station area (zone A)
- in zone C (these are the parking permit zones C1 to C4)
- in auto date parking places
You are only entitled to receive a resident’s parking permit for a car, motor or motorised quadricycle for which you do not have a parking facility yourself. You can apply for a maximum of 2 residents’ parking permit per address.
