Refugee passport

A refugee passport is a document for people holding refugee status in The Netherlands. The passport allows for travel abroad, but not to the country of origin. The refugee passport is also a legal form of identification.

Conditions

  • As a refugee, you do not possess a passport from your country of origin
  • You have a valid residency permit as asylum seeker for a specified or unspecified duration
  • You are registered in the BRP registry for the Leiden municipality

To bring with you

  • Your residency permit and any other travel documents.
  • A previously unused passport photograph. To review the requirements for this photo, please contact the website of Government of the Netherlands.
  • For children under the age of 18: Both parents or legal guardians are required to provide permission. Use the toestemmingsformulier (pdf, 52 kb) (in Dutch).

    You may also fill out and sign the form during your appointment.

Costs

A refugee passport costs € 65,70.

5 working days. You are required to retrieve the passport in person. No appointment is required for this.

Do you require a passport urgently? If so, you can file an emergency request. If you file your request before 15.00, you can retrieve the passport the following working day, after 10.00. You will have to pay an additional € 59,10. If your old passport has been lost or misplaced an emergency procedure might not be possible. If you’re leaving today, contact the military police for an emergency document.

In case of loss or theft of your passport you can request a replacement at the municipal front desk. You will have to fill out a report at the desk. You are not required to file a police report. If you lose the document while abroad you will have to file a report with the local police.

  • The Immigration and Natuaralisation service (IND) will process your request.
  • The passport contains a chip which holds a record of your fingerprints. These will be recorded during the filing of your request. The fingerprints of children under 12 years of age are not required.
  • A refugee passport will be valid for up to five years, depending on your residency status.
