Local government: City Council and College
Leiden is controlled by the City Council and the College of Mayor and Aldermen. The city council is the highest body of Leiden and is responsible for all important decisions; the policy of the municipality of Leiden. The college of Mayor and Aldermen is responsible for the execution of policies and the daily administration of the municipality.
The College of Mayor and Aldermen
The college of Mayor and Aldermen is responsible for the daily administration of the municipality. The college executes local and national regulations. The college in Leiden consists of one Mayor and five Aldermen. Each Alderman has his or her own responsibilities or portfolio but in order to make use of certain powers the complete college has to decide on the issue. The college has to give account to the city council regarding the implemented policies and can be called to account by the city council. The college of Mayor and Aldermen meets every Tuesday. These meetings are not open for public.
The Aldermen are appointed by the city council. The city council may appoint a person who is not in the city council or even one who is not a resident of the municipality to be an Alderman. In the last case, the new Alderman must live within the city limits of Leiden within a year of the appointment. Every Alderman has his or her own responsibilities or portfolio.
Normally the Mayor is not elected but is appointed by the Queen of The Netherlands. But in Leiden the Mayor is elected in a poll of the people. The Mayor is the chairman of the city council and also of the college of Mayor and Aldermen. The Mayor has a number of specific legal tasks and powers. He is responsible for keeping the peace and safety in Leiden. The appointment of the Mayor is for a period of six years. The Mayor of Leiden is Henri Lenferink.
